An accomplished administrator with a long history in higher education at Texas A&M, UF, University of Louisville, and other universities, Dr. David Parrott has broad expertise in legal and compliance matters that relate to student affairs. His specific areas of experience range from threat assessment and crisis management to issues of diversity, equity, and inclusion.

David Parrott laid the foundation for his successful career at Western Kentucky University, where he secured a Bachelor of Science in business management, a teacher certification with a concentration in business education, and a Master of Arts in counselor education with a concentration in college student personnel. He went on to earn a Doctor of Education from the University of Louisville with a dual focus in educational psychology and college student personnel. His doctoral dissertation, “The Effects of Inter-Racial Interaction on Racial Identity Development,” appeared in volume 55 issue 7 of Dissertation Abstracts International.

David Parrott taught at the graduate and undergraduate levels at multiple institutions for more than two decades. Assuming increasing administrative responsibilities over the years, he’s held leadership roles at four institutions of higher learning and other major organizations including the Association for Student Conduct Administrators (ASCA). A charter member of ASCA, Parrott has served as both its president and its director at large. He also oversaw fundraising efforts as chair of the ASCA Raymond H. Goldstone Foundation. In recognition of his exceptional service, Parrott received the ASCA’s highest honor, the Donald D. Gehring Award for sustained exceptional individual contributions to the field of student conduct administration.

Among his other high-level administrative positions, David Parrott has served as assistant vice president for affairs at Western Michigan University, executive associate vice president and chief of staff at Texas A&M University, and vice president for student affairs at the University of Florida. His responsibilities at the University of Florida involved directing initiatives for a division of student affairs with more than 700 full-time staff members and an annual operating budget of $105 million.

Since 2019, David Parrott has served as coordinator with the University of Louisville. This position places him in charge of campus compliance endeavors with a particular focus on collaborative policy creation that relates to gender equality in college sports and throughout the educational system. He also ensures that the University of Louisville adheres to the strict regulatory guidelines of the Americans with Disabilities Act. To honor his achievements, the University of Louisville presented Parrott with a Student Affairs Award of Excellence.

Beyond the University of Louisville campus, David Parrott has shared his expertise in equity issues as an in-demand consultant and a frequent public speaker. He is also widely respected for his insights on matters relating to free speech and the First Amendment. Recent presentations by Dr. Parrott include “First Amendment on Campus: Rights, Roles, and Responsibilities” at the University of Tennessee and “The Power of Human Interaction” at the Southeastern Association of Housing Officers Conference in Jacksonville, Florida.

  • Initiated master-planning process that resulted in a $500M construction and renovation for UF University Housing
  • Directed UF staff to lead a collaborative initiative to re-write of the Student Code of Conduct with faculty, staff, and student stakeholders

  • Created a division-wide risk management initiative
  • Secured funding for 12 additional UF Counseling Center staff counselors
